Traffic Management

The aim of the Programme is to render Traffic Law Enforcement, Traffic Training, Overload Control, Road Safety Education and Awareness, and Transport Administration and Licensing Services.

Traffic Law Enforcement

Specified legislation, policies, strategies and priorities and strategic objectives

The following are legislative mandates applicable to traffic law enforcement:

  • National Road Traffic Act, 1996 (Act No. 93 of 1996)
  • Road Traffic Act, 1989 (Act No. 29 of 1989)
  • Administration and Adjudication of Road Traffic Offenses Act, 1998 (Act No. 46 of 1998)
  • Criminal procedure Act, 1977
  • Road Traffic Management Corporation Act, 1999 (Act No. 20 of 1999)
  • The National Land Transport Transition Act,200 (Act No. 22 of 2000)
  • Northern Province Interim Passenger Transport Act of 1999
  • Road Transportation Act of 1977

The sub programme will be focusing on the implementation of the National Road Safety Strategy, the PAVE Traffic Management Strategy, the Pedestrian Safety Management Strategy and the National Code of Conduct for Traffic Officers.

Priorities:

  • 24-Hour Traffic service
  • Visible traffic patrol
  • Recruitment and training of traffic officers
  • Training of examiners of driving licenses
  • Sustain the Code of Conduct
  • Engagement of service provider for traffic contravention management systems
  • Develop and implement the traffic policies and procedure manuals
